Keybindings

I'm new to KDE, but have been using Linux for a while... I really want to bind all the special keys to stuff like "volume up/down". I can use xev to see what the keys spit out and I can edit /usr/share/xmodmap files. I can't figure out how to combine those two things into custom key bindings to change volumes or browse back a webpage or bind the "windows" key to the KDE menu.... Or anything else that isn't in the KDE control panel for that matter.

Is there a nice HOWTO or can someone possibly post a short HOWTO?
