cannot get Konqueror to open htm,html bookmarks?

I prefer the look of Konqueror to mozilla,but what pain to config ?,

it says something like ...you have configured it for text/htm but it cannot read this file

That is propably the old Konqueror bug. :(

You cannot have anything associated to the HTML extension, not even Mozilla. So you have to edit the file extension to remove *all* associated applications.

(This bug seems definitively over in recent versions.)

how can that be,if i have no problems when log in as user, this problem is when log in as root

Such problems are seldom more than for a user. Because it is a user setting to add new associated programs to KDE. In your case, the user that has a problem seems to be root.
