Access to restricted ports

I am trying to get to a port (through Konqueror) that KDE has on its restricted list.

I added the line OverridePorts=23 to my kio_httprc file, but still the same error. I have logged out and back in and rebooted.

I am guessing KDE is reusing my previous session as I see those windows open.

How do I get to port 23 from Konqueror (https://host.domain:23) and how do I set log out to mean log out and end my session?

What Distro do you use? Because on Suse I have a firewall that I have to add or remove ports in order for me to go through.
Also make sure that the ports have been assigned correctly in /etc/servies

Thanks, but I am getting a message directly from Konqueror, and I found mention on google of why.

I just can't get the setting to "take".
