I suppose it's a devolping issue. I mean, handling .xcf's would need one of two things:
- Or the KDE team reimplemented all of the xcf's functionality
- Or they used some GIMP library to do the work[/list:o]
The format should at least be a little complex to reimplement (although open sourced) because of layers, etc. Reusing a GIMP library would probably mean adding an unreasonable dependency to KDE: the GIMP library. As most mature programs (I just given some guesses here) The GIMP probably has a great part of it's functionality in it's libraries so adding a dependency to those libraries would almost mean that to have KDE one needs to have GIMP.

Precisely, GIMP being a "must have" in any distros, it should force to have the possibility to preview/view its format in any imageviewer like kuickshow or elses. (the most annoying, PSD is supported by several viewers)
