KDE 3.3 Theme Manager problems

When I start the theme manager a window flicks about 6 times (looks like its trying to open but cant) , and while the 5 customizations at the bottom (screensaver, colors etc.) work fine, no themes are present and It cant seem to be able to load any themes. Anyone else having this problem?
