Dotted border around icons

Hello there, I'm experiencing a problem in KDE 3.2.x
(havent tried older versions). The problem is that the dotted line around selected icons on the desktop or in the konqueror (in filebrowser mode) is
1. draw only partial.. such as
[code:1]
--------|
filename.ext|
--------|
[/code:1]
2. or the text is to wide and crosses the box draw wtih dottet lines.

I have already searched for this, somebody suggested that this might be a problem of the binary nvidia driver (which I use, the latest version), but the post was 3 years old:

PC: 2400XP athlon KDE3.2.2, fedora core 1, kernel 2.6.6
