kde desktop - k application windows can't be moved

Hi all,
a newbie question for you guys:

I am using RedHat Linux server, and all users access it using X servers on PC's.
All access is activated by running "startkde" after setting export DESKTOP=<ip:0>

using kde-3.3.1.

I can see the kde environment come up for all users.
BUT
Some of my users get the menu with the red hat at the bottom left, instead of the kde menu (the one with the "K" at the bottom left).

as a result (I think), any K application (such as KWrite) that they try to run, starts without a window top bar, so the window cannot be moved.

All users that get the kde menu - work fine with the K applications.

I tried to use the desktop switching tool - but it did not solve my problem.

Any ideas ?
