How to get KDE apps to display chinese _content_

Using KDE3.2.2 on FC2.

It seems to me that most apps are not able to display chinese _content_ (not the i18n UI) like chinese filenames,etc.

Example: Using kaudioCreator to rip chinese CD, the CDDB info downloaded displays like garbage "³¯ª@ - «ë±¡ºq". Same counts for most multimedia players - if I have a chinese mp3 file they don't display filename correctly.

I notice that Konquorer does seem to display chinese filenames correctly.

Any suggestions? (and again I am not looking for a chinese i18n UI but on how to make apps capable of diaplying any internaltional charset - in particular CJK)
