need help customizing the default desktop and kicker

Greetings

I'm setting up a Mandrake 10 / KDE box for multiple users, and I want to customize the contents of the default kicker and possibly the desktop shortcuts as well. I found the configuration files in /usr/share/config, but I'll be darned if I can figure out how to add new entries to them. I've compared them with my settings in ~/.kde, but the format is quite confusing to me.

Can someone post an example or give a URL? I've been hunting online and can't find a concise explanation of what to do.
