Costumize shortcuts in KDE 3.1.1

I've just installed the new KDE 3.1.1 for RedHat 8.0. It worked fine but it seams that some important features are missing.

My main problem is that I can't find the shortcuts configuration module for kcontrol. Neverteless other things are missing too:
- I can't configure any panel properly: I almost just can change the size and position of the panels.
- I can't configure konqueror properly: the file preview configuration does not exist togheter with other options-
- File tooltips are very rare (only in the desktop) and I've enabled them.
- In kcontrol the Windows behaviour module is not present but I found a workaroud: right clicking in the window title bar still shows the window menu with a entry to configure the behaviour.

Is this related with the story that redhat had crippled the KDE, or is just me?
Anyway can anyone help me get around this missing features? I've heard of some kde project at sourceforge that would work for RH, and that had no code chages...but thats all i know.

PS: This is mostly related to Look&Feel issues because I've just instaled RedHat and Kde 3.1.1, so I am in the costumizing step :) Still I think this is an important Administration issue.

Did you install ftp://ftp.kde.org/pub/kde/stable/3.1.1/RedHat/8.0/noarch/redhat-menus-0.38-1.noarch.rpm ?

Thanks a lot.
Some menus are still missing but at least the shortcuts are there.
