Panel like Win7

Hey all,

Is it possible to have a panel like Win7's taskbar ?

I mean on taskbar there are 3 different icons. When you click on one of the icons it will open it and will keep window on the same icon. When you click on app. icon it minimizes, click again opens already opened window. Like this I'll have only one instance of each application.
Something like this, except Start Menu button
Second question.
Is it possible to disable right-click on the Pannel ? for everything ? Everything means - even for applications that will run be run.
I want to configure panel and fix it, so no one can change it.
