Lock Desktop... but not in the normal way

I am setting up a computer for someone less than savvy. They keep accidentally selecting "unlock widgets" and proceed to scatter/destroy their panels and then call me to fix.

I've looked at the KDE Kiosk, but I am not familiar with that tool. I figured there'd just be something I can change the permissions on so that lock/unlocking widgets was not toggleable. Anyone know if it is so simple?
