Look for a specific menu

Hi
Im confused because I cannot find again a very usefull menu I found a few months ago.
It allowed me to setup shortcut (like ALT+G to launch a program such as konsole, firefox etc.).
It looked like a normal window, displaying several section like :
- internet
- education
.. and maybe 10 others. All of them can be developed by click on the + then we can set several options on programs.

Please, tell me where is that stuff!!!! Im so frustrating to miss it.
