How can I call the wallpaper dialog from a script, servicemenu or terminal?

Is there anybody out there who can tell me how I can open the dialog to change the wallpaper with a command?

This one, which opens through the desktop context menu:

I don't want any command to change the wallpaper, I just need the command to open that window.
I looked at "kcmshell4 --list" but there doesn't seem to be a matching command.
