Changing default language

Well, here we go to the same old problem. How can I change default language? I am experiencing some troubles with all applications running under KDE (Kwriter, Kpresentation, Kdissert, Kopete...) My native language is Portuguese-br, I have Linux installed at my computer (Sempron 64 bits, running Fedora Cambridge 10), KDE4.2.3, keyboad layout default Portuguese-br ABNT2. Everything runs ok under Gnome. But if I use KDE applications, some letters and signs aren't displayed correctly. As an example: avião, displays like avi~ao, á displays like 'a...that's annoying.
At sistem configuration, the only language avaiable is US English, as I try to change, no options are presente. I have already installed packet kde-il18-Brazil, but no chaging...

Is there a secure way of doing this?
