How to keep app window on top of full screen programs?

We know how to keep app window on top: right click at border->advanced->keep above others
This works fine, but when you start a full screen program(such as full screen firefox, presentation mode of kpdf, etc.), that app window can't stay on top.

I tried kstart, it seemed it is equivalent to the GUI config.

Any help will be appreciated.
