How is KDE 4 new

I've been told by others that KDE 4 is substantially different from all previous versions; that is is a complete re-write of code and that the foundation is different. Although I'm quite familiar with all the major OSes, I'm not a programmer. Can someone give background on what makes v4 so different? Or point us to a write-up on the subject?

Well, not meaning to be snide, and I'm sure you already know this, but KDE is not an OS, but rather just a "Desktop Environment." Hence the moniker KDE.
