Help in the KDE4 packaging policy

Hi!

I'm a developer of the Krusader team (the twin panel file manager) and we intend to release the first KDE4 version.
Can anyone please tell me the KDE4 packaging policy?

CMake has a CPack functionality, but KDE4 doesn't use this (at least I haven't found CPack files in the KDE4 folders).

What scripts are used to
- create a distribution
- build an RPM / DEB / ...
- while setting the dependencies properly
