Cannot save changes in KMenuEdit

I'm using FreeSpire. I want to change the menu items with KMenuEdit but I get an error that the it cannot write the file:

"Menu changes could not be saved because of the folowing problem: Could not write to ~/.config/menus/applications-kmenuedit.menu"

I went to the "~/.config/menus/" directory and the file "applications-kmenuedit.menu" does not exist.

How can I fix this problem? How can I edit the menu?
