Changing mouse wheel speed

In the mouse configuration in KDE4.02, there is an option to set the mouse wheel speed. Currently it is hard limited to 12; is it possible to increase this?

I would much prefer windows style "scroll whole page", which from documentation I read, means that I should increase the mouse wheel speed high, as at maximum it will only scroll the page.

How can I do this, or if it isn't possible, where can I add a feature request for whole page wheel scrolling?
