Why KDE '4'

Big fan of OS2 and the OO Workplace Shell. Nothing quite like it to this day. I'm a new user to Kubuntu and like it. Running GG on a Dell with an ATI Radeon 600 (so the ATI drivers don't work).

Always like sofware development moving things ahead. Was wondering the purpose of moving to KDE '4'. What is the main goal? Is it an architectual change that will allow more compatibility and greater functionality of v4 apps? Or is it a DE functionality re-write.

Just interested to know.
