Kcontrol: Where is component chooser? KDE 3.5.8

I am running KDE 3.5.8 under Ubuntu 7.10. I would like to change the default browser
from konqueror to firefox. In other messages in this forum people point out that
you can change the default browser by kcontrol->KDE Components -> Component Chooser

I do not have a component chooser. Nor can I find any options in kcontrol like it.

Is there anything that replaced it? Any other way to change the default browser?
