kicker stay always "ontop"

How i can pin kicker always on top, but it cant limit my desktop! when i maximized window it must open on ALL desktop. And kicker overlap part of window.
For example - if "autohide" is on, but timer is very very big. (default max=10sek)

if i permit other windows overlap kicker, kicker dont limit desktop for itself, but mey be hidden other window. and i want it stay ontop.)
