This may not be the exact wording as I'm using KDE in Swedish and translating back to English:
KDE Control Center -> Regional & Accessibility -> Country/Region and Language
(This is for KDE 3)

At least you have to install your preferred language package(s)
Debian Linux, mix of stable, testing and unstable; KDE with Compiz Fusion >=0.52 (git)
