Solo ALT key

Just upgraded my linux distro and seeing some new KDE behavior that I can't figure out how to turn off. If I hit the ALT key, and then release it, it opens the menu of whatever application I'm in. It actually doesn't do this for some applications such as Firefox or Opera, but it does it for many of them.

This behavior drives me crazy because sometimes I press the ALT key to get a shortcut/hotkey and then change my mind. But it's too late -- the ALT key has decided to open the application menu and now I have to hit escape to undo it. Very annoying.

I found note by Gunnar Schmidt on the kde-bugs-dist list describing the behavior and why it is bad, but no explanation how to disable it. Surely there must be a way of disabling this annoying behavior?
