how to set KDE Panel transparent?
i use KDE Panel 1.1 and using KDE 3.1-10

You're using a really old version of KDE, so consider a upgrade to the 3.5.x series. Making the Kicker transparent is possible nowadays from the Kicker settings -> Appearance -> Checkbox Activate transparency.

Thanks Bram...
i'm an old user who left Linux since i had RH 4, RH 6.2 and week ago i just got RH9 and trying again...

Could you please give me a dummiest-friendly guidance to upgrade the KDE to 3.5 version please, or a link please... (friendly guidance for dummiest)?

Dont ask me to get a new Linux Distro by purchase or download it, because i'm staying @remote location, far far away... and using a low-bandwith connection (50Kbps only) - needs a month maybe to download 700MB or a DVD formatted ISO file.. :)
