country region and locale setup tool missing

My KDE has missing the "country, region and locale" setup tool. anyone know what command will run the tool from shell or what package do i need to install in order to get it work under KDE.

It should be in kdebase. Or does your distro provide split up packages of kdebase?

the command is:

kcmshell language

If that does not work, i guess your kdebase installation is incomplete.
