Question about keyboard shortcuts and modifier keys

How can I get the KDE keyboard shortcut setup box to recognize modifier keys as regular, non-modifier keys, as well as modifier keys? Specifically the Windows key, so I can bind it to open the K menu as well as other useful things like Win+R for the Run Command window or Win+L to lock the screen. Right now I can get modifier keys to work either way (via xmodmap hackery) but not both ways at the same time.

X can tell the difference, since I can see distinct keydown and keyup events for all the modifier keys with xev, although xev does have the advantage of having a focused, top-level window.
