How to install or upgrade a new KDE on RedHat 9?

Please take pity on a Linux/KDE newbie. Thanks a lot!

I'm using RedHat 9. And I want to install a newer version of kdevelop. As i'm a freshman in Linux, I don't know how to do it at all.
And then I search on Internet to find some useful informations. I found that the kdevelop is part of the KDE, isn't it? So i try to download a newer version KDE which is suitable to my RedHat 9. Now what I have by downloading are many files with the name of *.rh90.kde.i386.hdr(in a directory named headers) and
*.rh90.kde.i386.rpm(in another directory named PRMS).

My question is How to install or upgrade the KDE on my machine with these files? And is that true that when I install or upgrade the new KDE at the same time I can have the new version of kdevelop?
