Stop phantom mouse double clicks with minimum double click time

A really simple but neglected feature that should be in all mouse driven desktops is a minimum double click time or (maximum double click speed)

The idea is simple. If the time between 2 mouse clicks is faster than humanly possible then the second click should be ignored. The minimum click time could be user selectable or preset.

This would stop the annoying problem of a single mouse click sometimes being actioned as a double click.

Of course this problem should be also dealt with at the mouse hardware level but it isn't. Or the mouse driver level but it isn't either. So at the very least the GUI should at least be smart enough to ignor phantom clicks.
