Q: Kicker Panel Configuration

Hi.

I would like to configure a panel in the following way. How is it possible?

1. Add a "panel" on the top right corner.
2. Make it 15% and NOT expandable
3. Do NOT allow apps to cover the panel
4. Yet let the apps cover the "unexpanded" area of the panel.

Steps 1 thru 3 are really easy. The problem I'm having is, once I configure the panel that way, the other apps will not be able to cover the top area of the desktop that would be covered by the panel if the panel were 100% long. What I want to do is make only the actual panel (sitting on the top right corner of the desktop) stay on top all the time, but allow apps to cover all the other areas of the desktop. Any help would be appreciated.
