Disable icons on the left of menu commands globally

In some applications on the left hand side of the menu commands an icon is shown.
Some users will regard these icons as helpful for indentification of functions, some regard them as visual clutter.

I like to disable these icons globally, which means: in all applications.
How could I do this, please?
