Keyboard won't stick

Have installed the Spanish locale and already had the US one. Am running Mandriva 2006. When it places the country flag in the task bar it works during that session, but when i shut down and reboot the next day the flag(s) are not placed in the task bar and i have to run kcmshell keyboard_layout as root to get the gui to come up with which i can configure spanish again.

When i was running Mandrake 10.0 i think it was o.k. This is a new install. Any ideas?

It's pretty strange that i should have to use the shell to get this set up, as well as the fact that the ability to chg. keyboards doesn't stick between reboots.
