new open windows are below other windows

I have a problem with new windows.
when I open new window it is not above others with focus, but below other windows without focus ?(

Check this option: right click a title bar, choose Configure Window Behaviour and get to the Advanced section. At the bottom you'll see the option the focus option for new windows. I have no idea what your KDE version is, but with KDE 3.5 you should set the option for Focus stealing prevention level to Low or None.
