How to set default icon package ?

How do i set the default icon package from a config file and where is the config file situated ?

AFAIK, this is not set with a config file but only with a symlink located in $KDEDIR/share/icons or in $KDEHOME/share/icons called default.kde pointing to the folder with the desired icons.

I wanted to set the icons to be used only i didn't express myself quite well sorry, i found the answer in the kdeglobals config .Thx for your answer this helped me too.
Don't mess with root
