changing character encoding?

Is there somewhere I could change the character encoding of KDE? Now when using some special characters (mainly umlaut letters), all the programs just display a couple of other special characters.
Konsole works fine after I change the character encoding to UTF-8. Locale is UTF-8 and default in Konsole is ISO8859-1, so I guess KDE defaults to ISO8859-1 (and thus doesn't work correctly).
