The best place for this question is on the kde-bindings mailing list, which is where the bindings developers discuss things like bindings for new languages. The address is kde-bindings@kde.org (I'm not sure if it's a subscription-only list, check https://mail.kde.org/mailman/listinfo/kde-bindings and take a look atthe archives linked from there, too).
