service menus and menu keys?

I'm currently trying a servicemenu .desktop file from kde-look.org. However,
there is a problem with the menu keys in there. Basically, & will cause
the next character to be underlined and used as menu key, but only in
the X-KDE-Submenu entry of the [Desktop Entry], but not in the
Name entry of the [Desktop Action ...]. Looking at the desktop file
spec, I don't see any mentioning on interpreting & or anything else,
so the behaviour of Name seems to be correct.

The question, however, is then how to correctly specify which key is to
be used as menu key. Or at least how it would work in KDE 3.5.
