kde on window$

Hello.
First of all I apologize if this is not the right place to ask this.
I'm a m$ win user, and recently heard that is possible to use kde gui instead of explorer... since it won't be a bad idea getting rid of explorer I'd like to know a few things before trying...
Will still be possible to run win32 apps? I know it's "easier" to just thrash win and get a full linux distribution, but unfortunately for linux there's actually no software that meets my needs.
It might easier also trying some theme-customization tools like windowblinds or something like that, but I'm looking for more stability and free resources, and they just do the opposite...

I believe thou canst run Konqueror in Cygwin. For native execution, thou wilt have to wait till KDE 4 comes out.
