KDE print manager

KDE 3.2, Mandrake 10.1, CUPS printing system
I have a problem with the print manager in so far as when I send a job to a printer and it appears in the print queue I cannot change its status - such as cancel, hold etc - as a message pops up saying I dont have access to that resource.
The manager says that the job is owned by me so whats the problem ?
This is a desktop environment with no network.
Any help would be appreciated.
