KDE 3.2 and window moving problem

Hello. I can't move the window above the top edge of the screen in Mandrake 10.0 (KDE 3.2) In Mandrake 9.2 i can. Can you help me with this problem? Is this problem solved in 3.3-3.4?
P.S. Sorry for possible offtopic and my BAD english

What do you mean exactly?

I can move an non maximized window above the top edge of the screen by holding down ALT + left click anywhere on the window then dragging the window up.

However, I can't move it past the top if I'm just gripping onto the titlebar.

I'm using KDE 3.3.2

Is this what you mean?
