time zone problem

Hi I have a little problem with time zones and also with time itself in KDE. So, if I open time set dialog it shows Europe/Prague location, which is right, but time zone is bad - UTC. When I explicitly select Europe/Prague and click apply, time zone changes to CEST (central European time - that's right!) and the time moves two hours +. No problem, I change it back. BUT when I click OK and then open time set dialog once again I have again UTC time zone, with bad time (two hours late) :-(

Does anybody have a problem like this? Thanks for any hint, bye.
