Where can i find a KDE theme editor to download ????

Do you mean something like this?

but for KDE?

As far as I know, there is no such tool.
Most themes are written as code. Most people start with copying an existing style and modifying it.

I have the idea of creating a similar tool like skinstudio for kde though, but I need to find the time to work on it.
