How to import .themerc files ... ?

Anyone know of a kde app that will import or convert these .themerc files that seem to be in all of the packaged themes on kde.themes.org.

It just bugs me when people make an awsome theme then package it so that its nearly impossible to apply to my desktop.

Why dont people just package the .kth and .xml files so that others can actually load these darn things.
