KPPP fails create a lock file ( where are my uucp rights?! )

I've created a regular user for everydays work. My groups are dialout for dialout and uucp for write possibility to /var/lock. wvdial works fine, but after I installed KDE I would like to use kppp.
It fails with creating a lock file in /var/lock, seems it has not enough permissions. What file should I chmod to make it work?
And what's wrong with my groups in KDE environment?
