First this: in any KDE application, if you ever want to know what application you are using, or what version it is, find the Help option in your menu and select about. There are 2 abouts in your Help menu: 1 for KDE and 1 for the application.
Now, back to your question.
If it is indeed kcontrol (KDE Control Center) you are using, I have already told you how to become root.
If it is not kcontrol, shut down the application you have open, hit Alt+F2 and type kcontrol. After pressing Enter KDE Control Center will open.
