You're probably missing the development packages with the header files. AFAIK they are packaged separately and not installed by default.
Try the following: Start yast2, search for kdelibs and install the package kdelibs-dev (or something like that). Maybe you'll need even more packages (kdenetwork-dev? I don't have a SuSE at hand so I cannot check the exact names).
