[SOLVED] KDE 4 menus gone

Most of the menus in some KDE 4 apps are missing. Two such apps are ktorrent and kcharselect. Here's what I see in ktorrent:

Strangely enough, I ran kcharselect as root (su -c kcharselect), and the menus were there. I removed ~/.kde and ~/.kde3.5, and I tried renaming ~/.kde4 so it wouldn't be found. I removed all KDE directories in /tmp, and killed any KDE processes. I even tried restarting, though I was quite certain it would do nothing to help.

I also did an strace on kcharselect, and searching for open("/home/incripshin/..., but found nothing of interest.

So, somebody on the Gentoo forums gave me the solution. Somehow, the permissions for /usr/share/config got changed to 0700. Either KDE did it, or Gentoo Portage.
