I've not tried this myself as I prefer to read the question before the answer. After looking through the configure dialogue, I think this should work:
Settings -> Configure KMail... -> Composer -> Templates -> Reply to Sender / Reply to All / Reply to List
Rearrange the lines to your preference.

I googled this very problem and this thread was the first hit.

Alas I have no "Settings -> Configure KMail... -> Composer -> Templates -> Reply to Sender / Reply to All / Reply to List" on my machine.

Using KDE 3.5.4. Is there a way to make my reply above the quoted text? I can do it in Thunderbird, like the original poster, but can't find anywhere in KMail or Kontact that configures this.

I was able to prepend %L%L to the "Reply to sender" string under Composer->Phrases. This at least got me the cursor above the quoted text.
