KDE needs KDM running to offer you the shutdown/reboot options, which appears not to be running on your system since you login from the console.
That's what I kinda thought. But what I don't understand is why I can log into a Gnome user session from the console and when I log out it will pop up the multiple-choice logout splash screen, but when I log into a KDE session it will not. Is there a syntax or command I can use from the console that will load KDM when I start a session for a KDE user? I've tried using 'startkde' instead of 'startx', but that didn't work. Neither did 'startx -- :1' .
I thought putting the line
DESKTOPMANAGER="KDE"
in /etc/sysconfig/desktop would accomplish getting KDM running, but it seems to have no effect.
In all other ways both KDE and Gnome sessions seem to load and run normally from the console.
